While the South African Police Service (SAPS) holds primary responsibility, the Department of Agriculture supports crime prevention through: 1) Participation in the Inter-Ministerial Committee to implement the Rural Safety Strategy, focusing on hotspot identification and integrated safety plans; 2) Animal identification reforms, including Draft Regulations on Animal Identification (2025), decentralized systems, and biometric/DNA technologies to enhance traceability; 3) Farmer awareness campaigns with SAPS and municipalities to promote legal compliance and theft prevention; 4) Research into innovative identification methods like DNA testing; and 5) Legislative improvements to address issues like weak monitoring at auctions and porous borders, alongside better prosecution support.

South Africa, a net coffee importer with an average of 23,921 tonnes annually over the past five years, sources 54% of its coffee from Brazil and Vietnam, with smaller shares from Uganda (8%), Tanzania (7%), Colombia (4%), Guatemala (4%), Ethiopia (3%), and Honduras (3%). The tariffs may create opportunities for Brazil to increase competitively priced, high-quality coffee exports to South Africa, potentially capturing market share from Vietnam and African suppliers, despite domestic tea and coffee producers’ concerns. South Africa’s demand for coffee, alongside other beverages like whisky (over $300 million in annual imports), supports potential for increased Brazilian imports as part of export diversification.
