South Africa’s government rejected reports that new regulations have been introduced to restrict farm-export quotas based on race. The Johannesburg-based City Press and Rapport newspapers reported on Sunday that farms deemed “too White” will no longer be able to export their produce to the UK and the European Union, citing Government Gazette notices published on November 2. The guidelines will apply to agricultural businesses with a minimum annual turnover of R10-million, the papers said. The Department of Agriculture, Land Reform & Rural Development publishes procedural requirements for export permits annually, it said in a statement sent by text message on Monday. They include complying with sanitary, phytosanitary requirements, rules of origin and other factors contained in bilateral agreements, the department said. The articles “misrepresented the government’s message about the procedure and annual application for export permits,” it said. “These requirements are not new, and there is no threshold or level that an applicant must reach to be awarded a permit. Veevoer maak sowat 88% uit van die totale vraag na geelmielies in Suid-Afrika.

Presenting its first estimates, the intergovernmental body said output reached 244.1 million hectolitres, down 7% from last year. A number of major producers in the southern hemisphere had significant drops in production. Australia, Argentina, Chile, South Africa and Brazil all saw output drop between 10% and 30%. Italy lost the title of top world producer as its output fell 12%, allowing France to reclaim first place as its production held steady. Spain held onto its position as the world's third largest wine producer although its production fell by 14% and was down 19% from its five-year average. According to SA Wine, South Africa was the world’s 6th largest producer of wine at 9.3 million hectolitres out of the total global production of 244 million hectolitres or 3.8% of global production. The big 3 in the world were France, Italy and Spain which collectively contribute 49% of global production and whose variation in harvest had the largest impact. South Africa annually sold 55% of its production in the domestic market and exports 45% to more than 120 countries globally. Exports were extremely important for the South African wine sector and an important source of revenue for both the sector with a value of R10 billion and the South African economy and job creation. The SA Wine CEO said the industry contributed R55bn to the GDP of South Africa, which includes job opportunities but also a wine tourism sector that saw exponential growth with visitation higher than pre-COVID.
Pressure around household food security is likely to continue into 2024, and any food price increases will add immense pressure to already stretched household budgets. It is a delicate balance to maintain a healthy and sustainable food sector amid rising production costs and biosecurity issues while ensuring access and affordability of food for all. Of course, this is not something that can be solved by agriculture alone – it requires a robust economy that offers greater employment and growth opportunities. Fortunately, El Niño is expected to have less of an impact than initially feared on agricultural conditions in terms of rainfall due to improved soil moisture from past rainy seasons. However, the South African Weather Service forecasts above-normal minimum and maximum temperatures for summer. This forecast comes amid warnings from the World Meteorological Organization that globally El Niño, along with climate change, would usher in record-breaking temperatures in the next 5 years.
