Russia could see a bumper wheat harvest this year — but that may not translate into abundant exports to combat the world's food crisis. The country's wheat harvest could hit a record 100 million metric tons this year, according to SovEcon, a research firm focused on Black Sea grains and oilseeds. Russia is the world's top wheat exporter, accounting for about one-fifth of the world's wheat exports, according to US Department of Agriculture data. The inter-government International Grain Council forecasts global wheat production at 792 million tons this year — which is more than its global consumption forecast of 785 million tons, according to the council's report released on Thursday.

Top farming and food firms could lose up to a quarter of their value by 2030 if they do not adapt to new government policies and consumer behavior tied to climate change, United Nations-affiliated campaigners said in a new report. Research to be presented on Tuesday looked at how 40 big companies including agricultural producers and food retailers could fare under scenarios called key to reducing emissions, such as if governments impose carbon emissions prices or if consumers reduce their consumption of meat. The study, seen by Reuters News, found the companies' value would decline by an average of around 7% by 2030, equivalent to some $150 billion (~R2.7 trillion) in investor losses, if they did not adopt new practices.

Janse Rabie, the Head of Natural Resources at Agri SA, says it is unclear whether the government had performed any fiscal assessment with respect to the proposed revised pricing strategy. This is important as the pricing strategy has the potential to significantly affect the agriculture sector and food security. The strategy also proposes the removal of municipal maximum annual increases. This might indicate the government’s intention to significantly increase the maintenance operational component of infrastructure charges in relation to raw water. The cap is currently set at 50% and hiking prices above this could result in tremendous price shocks. Members of the public have until 3 November 2022 to comment on the draft changes.

Food security is at risk with the continuous load shedding, warns Christo van der Rheede, Agri SA’s executive director. Load shedding was escalating as South Africa enters the summer crop-planting season, which might have implications for food security into the coming year, unless farmers could put measures in place to mitigate its effects, he said. The agricultural organisation has written to Eskom CEO André de Ruyter requesting an urgent engagement on the outlook for load shedding in the coming weeks. Van der Rheede said electricity was a key agricultural input. “According to Department of Agriculture, Land Reform and Rural Development statistics, the agricultural sector spent approximately R9 billion on electricity in 2021. This is more than 7% of the sector’s expenditure on intermediate goods and services. A reliable power supply is especially critical for the sector’s irrigation and water treatment (systems).”

SA’s sixth consecutive rate increase comes in the context of spiking global inflation, which has prompted global central banks to aggressively increase rates. The US Federal Reserve increased interest rates by 75 bps on Wednesday, a total of 300 bps since the beginning of the year and in line with market expectations.  Lesetja Kganyago told journalists that even though the hike is the consensus view of the monetary policy committee (MPC) in terms of their take on the balance of risks, some members “might prefer that maybe we should be acting faster ... but what we have in this statement is the collective view of the committee”. The move was supported by three MPC members, while two members opted for 100 bps. Kganyago said that the risks to the domestic growth outlook are assessed to be balanced and that while negative global shocks and load-shedding will continue to hurt growth, household spending and investment are more supportive — which is why growth was revised higher for 2023 and 2024 to 1.4% and 1.7%, respectively. While the call for the hike was anticipated by the majority of economists surveyed by Bloomberg, shortly after the decision was announced the rand, which was 1.3% firmer before the decision, gave back some gains to trade 0.8% stronger at R17.5659/$. Even though headline inflation expectations for this year were left unchanged at 6.5% and revised lower for 2023 — from 5.7% to 5.3% as a result of lower food, fuel and core inflation forecasts — Kganyago said that the risks to the inflation outlook are assessed to the upside, citing increases in oil prices, electricity and other administered prices.
