What was heralded as a beacon for inclusive agricultural growth in South Africa—the Agriculture and Agro-Processing Master Plan (AAMP), launched with fanfare in May 2022 under then-Minister Thoko Didiza—now feels like a faded blueprint, gathering dust amid endless consultations and fragmented execution. Critics from farmer groups like Saai and TLU-SA aren't entirely off-base in decrying a lack of true inclusivity; their October 2025 outcry over exclusion from Stellenbosch talks echoes 2022's uneasy consensus, where Afasa balked at vague transformation targets. 
Black farmers, still just 10% of commercial output, await meaningful land releases with title deeds—a glaring omission from the Department of Land Reform and Rural Development that handcuffs the AAMP's equity goals.  
South Africa’s Agriculture and Agro-Processing Master Plan (AAMP) was sold as a grand vision for inclusive growth, job creation, and food security. But three years in, it’s shaping up as a master plan without farmers—a glossy Pretoria document that looks impressive on paper but is crumbling at ground level.Farmers—commercial, emerging, black, white, small-scale—were supposed to be the engine. Instead, they’re treated like an afterthought.  You can’t have a master plan for agriculture without the people who grow the food. Until farmers—all farmers—are in the driver’s seat, the AAMP is just another plan without a harvest.
